  • TOURISM DEVELOPMENT AUTHORITY

The North Carolina General Assembly and the North Carolina Restaurant and Lodging Association endorse occupancy tax guidelines that state that two-thirds of occupancy tax collected must be used for tourism promotion. Tourism promotion is defined as: "advertise or market an area, publish brochures and other materials, engage in research or other activities that attract tourists or business travelers to an area."

By legislation, Cumberland County is authorized  to levy an occupancy tax on hotel rooms rented/paid by overnight visitors to the property. Cumberland County hotels collect this tax and forward the funds to the Cumberland County Finance office.  In July, 2002 a Tourism Development Authority (TDA) as mandated by North Carolina legislation was formed to distribute these funds. Its board is appointed by the Cumberland County Commissioners and its composition is outlined in the enacted legislation.

Of the 6% occupancy tax collected, 1.5% goes toward debt reduction on the Crown Coliseum, improvements to existing and new facilities and 1.5% goes to the Arts Council of Fayetteville/Cumberland County. The remaining 50% is mandated to be used for promotion of travel and tourism in Cumberland County.

The Fayetteville Area Convention and Visitors Bureau (FACVB) is contracted through the TDA to receive 2.75% of the 3% or 50% of the 6% tax funds levied and collected by the hotels of Cumberland County.  The remaining .25% is granted out by the TDA to marketing initiatives that generate tourism to Cumberland County. Therefore fulfilling the law.

The purpose of the TDA is to promote increased travel, tourism and use of lodging, meeting and convention facilities in Cumberland County. The process begins by the Event Point of Contact (POC) contacting Candice White at the County to get the application packet. http://www.co.cumberland.nc.us/departments/commissioners-group/commissioners/tda
